Stale fuel gumming the carburetor

Rule out stale fuel first, because it causes so many carburetor faults. As gas ages it leaves a varnish that narrows the tiny idle passages inside the carburetor, and those passages feed the engine at low speed, so the first thing you notice is surging at idle.

1Check the fuel age and smell

Figure out how long the fuel has been in the tank and smell it at the filler.

An air leak on the intake side

Any air that reaches the engine without going through the carburetor leans the mixture, and a small leak leans it most at idle when airflow is low.
